Matthieu Chabanel
Chairman and CEO of SNCF Réseau
A graduate of École Polytechnique and École Nationale des Ponts et Chaussées, Matthieu Chabanel began his career in water resource management at the Agence de l’eau Seine Normandie. In 2006, he joined the Ministry of Transport as Deputy Director for Ports, Waterways and the Coastline, before taking over the Ports and Inland Waterways Sub-Directorate in 2008. In August 2010, he was appointed Transport, Infrastructure and Urban Planning Technical Advisor to the Prime Minister. In April 2012, Matthieu Chabanel joined Réseau Ferré de France as Deputy Managing Director, responsible for commercial relations, regulation and network planning. In 2014, when SNCF Réseau was established, he became Deputy Managing Director for Maintenance and Works. In 2018, he was appointed Executive Vice President, with responsibility for the company’s industrial and technical performance. From 2020 to 2022, he served as Executive Vice President for Projects, Maintenance and Operations, overseeing all operational teams. He became Chairman and CEO of SNCF Réseau in October 2022.

Francesca Aceto
Deputy Managing Director, Communications
A graduate in political science in Italy, Francesca Aceto spent five years in Paris working for the Italian Railways (FSI) and the International Union of Railways (UIC) before joining SNCF in 1998. Since then, she has held various roles involving customer relations, communication and international development, both within the station operations division and at the company’s head office. In 2016, she became President of SNCF au Féminin, France’s largest corporate network dedicated to gender diversity. In 2020, she was appointed Regional Director for SNCF Réseau in the Centre-Val de Loire region. Certified by the IFA–Sciences Po programme, she was a member of the Board of Directors of UN Women from 2020 to 2024, and of the Franco–Italian Chamber of Commerce from 2016 to 2020. She was awarded the title of Chevalier of the National Order of Merit in 2019. In 2025, she was appointed Deputy Managing Director, Communications at SNCF Réseau.

Thomas Allary
Deputy Managing Director, Major Projects
A graduate of École Nationale des Travaux Publics de l’État and the École Nationale des Ponts et Chaussées, Thomas Allary began his career managing property projects in Morocco for the Ministry of Foreign Affairs, then moved on to road infrastructure project management at the Ministry of Transport. In 2008, he became Director of Transport for the Auvergne Regional Council before joining the cabinet of the Minister of State for Sustainable Development in 2010 as Transport Advisor. He joined Réseau Ferré de France in 2011 as project lead for the Paris–Orléans–Clermont–Lyon high-speed rail line. In 2012, he was appointed Regional Director for the Grand Est region at SNCF Réseau. In 2016, he joined TER as Deputy Regional Director for Auvergne-Rhône-Alpes, then returned to SNCF Réseau in 2017 as Regional Director for the same region. In 2023, he became Director of the SERM programme at SNCF Réseau and SNCF Gares & Connexions. In 2025, he was appointed Deputy Managing Director, Major Projects at SNCF Réseau.

Olivier Bancel
Deputy Managing Director, Customers and Operations
A graduate of Télécom Paris Tech, Olivier Bancel joined SNCF in 1993 as Project Manager in the Research Department, before holding mainly operational roles in network maintenance on high-speed lines and in the Auvergne-Rhône-Alpes region. He later became Project Manager for the Haut-Bugey line, then Regional Infrastructure Director for the South Region and Network Maintenance Director for the South-East area. From 2016 to 2018, Olivier Bancel led the development of Asset Management and Digital operations at SNCF Group subsidiary Systra, before joining SNCF Réseau as Deputy Managing Director for Operations and Production. In 2022, he took charge of all operational teams as Executive Director of Projects, Maintenance and Operations. He was appointed Deputy Managing Director, Customers and Operations, in 2025.

Anne Bosche-Lenoir
Deputy Managing Director, Finance and Purchasing
A graduate of HEC Paris, Anne Bosche-Lenoir began her career at the Ministry of Finance. After a posting at the European Bank for Reconstruction and Development in London, she was appointed Deputy Director in the Budget Directorate of the Ministry of Finance in 1999. In 2003, she joined the Île-de-France Regional Council, where she contributed to the creation of STIF (now Île-de-France Mobilités). She joined SNCF in 2013 as Group Director of Audit and Risk, then led the integration of nearly 20,000 employees into TER regional rail operations. In 2016, she was appointed Deputy Director of TER to lead negotiations with the regions and oversee the economic transformation of this business, while preparing for the liberalization of regional passenger rail markets. In 2021, she joined SNCF Réseau as Deputy Managing Director, Finance and Purchasing.

Zélia Césarion
Executive Assistant and Director of Media Relations
A graduate of the Sorbonne in political communications, Zélia Césarion began her career in 2010 as a communications officer and then press attaché in the office of the Minister for Housing. Two years later, she joined the French National Assembly as a parliamentary assistant to the former Minister for Housing, now member of parliament for Marne. At the same time, she served as Deputy Secretary General of the French Association of Parliamentary Assistants (AFCP), with responsibility for communications. In May 2017, she was appointed Press Advisor to the Prime Minister, overseeing media relations and communications. She joined SNCF Réseau in 2020 as Executive Assistant to the Chair. Since 2023, she has also served as Director of Media Relations.

Kian Gavtache
Deputy Managing Director, Engineering, Asset Management and Maintenance
A graduate of École Centrale de Lyon and the Centre for Advanced Studies in Construction, Kian Gavtache joined SNCF in 1993. He held various roles in the development of major infrastructure projects (LGV Interconnexion and LGV Méditerranée high-speed lines, and the Austerlitz Tolbiac Masséna urban redevelopment); in Infrastructure Maintenance and Works; and with Transilien for station development projects in the Paris region. In 2012, he headed up SNCF’s team in Morocco for the launch of the continent’s first high-speed rail line. He then led SNCF’s Robustness programme before becoming Deputy Managing Director for Major Projects at SNCF Réseau in 2019 (including EOLE, CDG Express, NExTEO/ATS+, LGV+ Paris–Lyon, LNPCA, and more). In 2025, he was appointed to lead SNCF Réseau's Industrial and Engineering Division, before becoming Deputy Managing Director, Engineering, Asset Management and Maintenance.

Séverine Lepère
Deputy Managing Director, Île-de-France
A graduate of École Centrale Paris and the University of Kent in the UK, Séverine Lepère joined SNCF in 1997. She held a variety of operational management positions in the Paris-Nord region, in infrastructure, at rail operating companies, and as Manager of Paris-Nord station. From 2005 to 2012, she was in charge of RER lines B and K, contributing to the transformation of RER B, notably with the establishment of a unified command centre. She later led major strategic negotiations, notably at Transilien, where she negotiated and managed its contract with the Île-de-France’s transportation organizing authority, the largest in SNCF Group. Since 2020, as head of Network Modernization and Development for the Paris region, she has overseen development projects aimed at enabling the regional network to meet the challenges of mass transit.

Emmanuel Manier
Deputy Managing Director, Atlantic Region
Holding a doctorate in mining geology from École des Mines de Paris, Emmanuel Manier began his career at the Laboratoire des Ponts et Chaussées in Rouen. A recognized expert in natural hazards and earthworks, he moved to the Central Laboratoire des Ponts et Chaussées in the Paris region, in 2003, where he led major projects and research programmes in these fields and carried out assessments abroad. He joined SNCF in 2008, taking charge of a technical department (Geology, Environment, Routing) within the infrastructure engineering branch. He was appointed Regional Director for Normandy in 2013. In 2016, he became head of Talent at SNCF Réseau, overseeing employment and skills strategy, as well as career development for management staff. In 2018, he took charge of the South-East Engineering Division. In 2025, he was appointed Deputy Managing Director for the Atlantic Region at SNCF Réseau.

Estelle Masclet
Deputy Managing Director, Operations and Industrial Programmes
A graduate of the École Supérieure des Mines de Paris, Estelle Masclet has developed her systems expertise at the heart of SNCF Réseau, working in a variety of roles in Network Maintenance and Railway Traffic Operations. She joined SNCF in 2002, holding successive management positions: head of Electrical Signalling Operations, then Track Operations, followed by head of a Regional Operations Centre, HR Manager, and Production Manager, before becoming Director of the Rhône-Alpes Infrastructure and Traffic Operations Unit in Lyon. In 2021, she was appointed Managing Director of System Operations, where she focused on boosting network performance and transforming railway operations with a systems-based approach. In 2025, she became Deputy Managing Director, Operations and Industrial Programmes, at SNCF Réseau.

Damien Pallant
Deputy Managing Director, Safety
Damien Pallant is a graduate of the École Nationale de l’Aviation Civile and holds an Executive Master's degree from Sciences Po and the University of St Andrews. He spent the majority of his career at Air France, where over 22 years he rose from co-pilot to head of Operational Performance, taking on various operational management and transformation roles. He joined SNCF in 2016 as Deputy Managing Director, Safety, for SNCF Group. In March 2020, he was appointed to the Executive Committee of SNCF Voyageurs as Safety Director. There, he spearheaded a transformation in the company’s safety culture, making SNCF Voyageurs a trailblazer in implementing the EU's Fourth Railway Package safety regulations. He was appointed Deputy Managing Director, Safety, at SNCF Réseau in 2022.

Christel Pujol-Araujo
Deputy Managing Director, Human Resources
With a dual degree in mathematics and human resources from the Sorbonne, Christel Pujol-Araujo joined SNCF in 1995. She spent her first 12 years in operational roles in commercial activities, customer relations, human resources and station management. After a stint at SNCF's Université du Service, she led the on-board staff division and later two passenger service units. In 2020, she joined SNCF Réseau as head of Strategy and Performance. In this role, she oversaw the corporate transformation project and productivity plans, and coordinated long-term capacity and investment scenarios out to 2040. She also played a key role in driving major organizational and cultural transformations across the company. In 2025, she was appointed Deputy Managing Director, Human Resources, at SNCF Réseau.

Alain Quinet
Deputy Managing Director, Regulation and Sustainable Strategy
A graduate of Sciences Po Paris and an alumnus of the École Nationale d’Administration, Alain Quinet has worked in France's economic and financial public administrations since 1988. In 2002, he was appointed Economic Advisor to the Prime Minister, becoming Deputy Chief of Staff in charge of economic affairs in 2005. In 2007, he was named Inspector General of Finance and joined the board of Réseau Ferré de France. From 2008 to 2010, he served as Chief Financial Officer of the Caisse des Dépôts Group and Chairman of CDC Infrastructure. In December 2010, Alain Quinet became Deputy Managing Director of RFF, and subsequently of SNCF Réseau. In 2020, he was appointed Executive Director, Strategy and Corporate Affairs, before becoming Deputy Managing Director, Regulation and Sustainable Strategy in 2025. That same year, he also joined the board of SNCF Gares & Connexions.

Vincent Téton
Deputy Managing Director, South-East Region
A graduate of the École Nationale des Ponts et Chaussées, Vincent Téton joined SNCF Group in 1994 and has held a variety of positions. His responsibilities have spanned infrastructure (Montpellier, Paris South-East), passenger services (Nancy, Paris-Montparnasse), and various corporate functions, notably as head of sales at SNCF Voyage and head of passenger information. In 2013, he returned to Infrastructure as Director of Maintenance and Works for the South-East, before becoming TER Director for the Grand Est region in 2016. Following four years as SNCF Réseau's Director of the South-East Production Zone, he was appointed Deputy Managing Director, Operations and Production in 2022. In 2025, he was appointed Deputy Managing Director, South-East Region.

Misoo Yoon
Deputy Managing Director, Operations & Production and Director of the North-East-Normandy Production Zone
A graduate of Institut d'Études Politiques d'Aix-en-Provence and Institut National des Études Territoriales (INET), Misoo Yoon began her career as head of finance in local government. In 2009, she joined France's General Inspectorate of Finance, where she conducted audits, advisory assignments, and evaluations of public policy. She moved to the country's Pôle Emploi in 2012, holding successive roles as Director of Strategy, Director of Network Oversight, and Deputy Managing Director in charge of Service Offerings. In 2021, Misoo Yoon became Deputy Managing Director for Human Resources at SNCF Réseau. In 2025, she was appointed Deputy Managing Director, Operations & Production, and head of the North-East-Normandy Production Zone.
