The rail pact involves a far-reaching transformation of SNCF, with the major challenge being to modernise the rail system in order to double the modal share of rail by 2030. For SNCF Réseau, it means taking up several challenges.

One of the levers is the assumption of €35bn of our debt by the State (out of a total of €52bn). The resulting reduction in annual financial expenses enables SNCF Réseau to invest in optimising its industrial production.

Voted by the SNCF Réseau Board of Directors in November 2021, the performance contract commits us over ten years to the State, our 100% shareholder. This contract must make it possible to improve the quality of service offered to customers through the making of investments to regenerate the network.

The rail pact ratifies a new organisation that ensures SNCF Réseau's independence in its essential functions: the charging of tolls and the allocation of train paths. The pact thus establishes a "wall" between the SNCF Group and SNCF Réseau, based on strict rules: independence of the members of SNCF Réseau's Board of Directors, independence of the people responsible for taking decisions on essential functions, of their offices and of the information systems they use on a daily basis.
