The mobility organising authorities (AOM) are both privileged partners and fully-fledged customers of the network. Every day, we work closely together to make trains a real lever for regional development and dynamism.

The AOMs, partners of SNCF Réseau

Regions, conurbation communities, urban communities and metropolises are at the heart of our stakeholders. As partners in the construction of the national rail network, these AOMs contribute to the financing of rail infrastructure, take part in working groups on the programming of works on the rail network and work with us to develop new mobility projects.

We share common challenges with the AOMs: successfully opening up the passenger market, doubling rail traffic between now and 2030, developing metropolitan regional express services, improving the lines providing comprehensive regional coverage and making the network accessible everywhere and to everyone.

Successfully opening up the passenger market

Since 2024, the regions (excluding Île-de-France) have been obliged to issue public invitations to tender for the award of their contracts*. We are supporting them in this new organisation in a number of ways: 

  • Impact of the planned allotment on network operation 
  • Feasibility of service projects 
  • Transfer or creation of maintenance workshops connected to the network 

*Regions that have agreed a contract with TER before this date will not be subject to this obligation until 2032, at the end of their new contract with TER.

We support you every step of the way in organising mobility in your region. From upstream studies of train services through to the tendering phase, we simplify the process for you. The objective: to give you the right reference points to help you exploit the full potential of the rail network and find the best solution to your transport needs.  

Defining your mobility project 

Before the operators go out to tender, we can advise you on certain aspects of your opening-up strategy: allotment, timetable, rolling stock maintenance master plan, changes to service projects, measuring and improving service regularity, etc. So you have all the information you need to launch your invitations to tender for each of the defined packages! 

Supporting your invitations to tender 

It's a universal rule: the more precise your expression of needs, the more relevant the responses will be. That's why we help you prepare your invitations to tender. We also help you assess the responses received for the aspects that concern us: feasibility and robustness of transport plans, train storage and connecting maintenance workshops to the network.  

A range of station services

Passenger information, provision of commercial or private areas, security-related equipment, care for people with reduced mobility, etc. We offer all this and even services on request to meet your needs and those of your customers.

They listen to your needs and anticipate the action required. More than just a sales contact, they are an expert partner who, together with all the SNCF Réseau teams, brings your project to life.
